While changes to current GRAMA law need to be assessed and determined, the bill seemingly reduced the freedom of information and accountability of elected officials and no government can be of the people, by the people, and for the people unless it’s open to the people. Another bill I was discontented with was proceedings related to the Resolution in support of a Veterans Nursing Home-HJR 9 in 2010 and 2011. The original bill language supported a Veterans Home in southern Utah and the bill language was changed in conference committee to only include Washington County. I felt the original bill language was conducive to an open and fair process for the site selection of the home. The job you have is to be able to cut through the  fluff and generalizations and actually see what each one of us has to  offer that is going to truly make a difference.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;Let us begin with the obvious things we’re all going to say: &lt;/div&gt;&lt;ul style="margin-top: 0in;" type="disc"&gt;&lt;li class="MsoNormal"&gt;We want limited government&lt;/li&gt;&lt;li class="MsoNormal"&gt;We  want to fight for land and water issues that are going to be for the  best interests of our friends and neighbors in our district&lt;/li&gt;&lt;li class="MsoNormal"&gt;We want lower taxes&lt;/li&gt;&lt;li class="MsoNormal"&gt;We want more jobs&lt;/li&gt;&lt;li class="MsoNormal"&gt;We want the best education for our kids&lt;/li&gt;&lt;li class="MsoNormal"&gt;We want an effective and reasonable way to deal with immigration and illegal aliens&lt;/li&gt;&lt;li class="MsoNormal"&gt;We want to return to the principles the Constitution&lt;/li&gt;&lt;/ul&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;It’s  going to take more than “glittering generalities” and one liners to be  an effective legislator. It takes solid and specific plans that will  target what needs to be accomplished.&amp;nbsp; It takes an unwavering dedication  to fight for the principles that have made our country the greatest.  Finally, it takes the ability to bring good people together to fight for  these worthy causes.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;I  have specific plans of action that can be immediately implemented to  put the federal government on notice that we are not going to tolerate  the continual violation of our constitutional right to life, liberty and  property without due process. Vickers, Cedar City.   I currently am in the House of Representatives and after working with good legislators from both houses, I feel that you can have more influence in the Senate.  You can have more opportunity to benefit your district.  I have spoken to current and former legislators who have served in both the House and Senate like Tom Hatch and Sen. Steve Urguhart and they have confirmed these views.  I enjoy very much serving the people of our area.  I have strong ties to some of the other counties in the district having been born in Panguitch and raised in Beaver.  It would be a pleasure to have the opportunity to serve those areas as well as the other areas in the district.  &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;&lt;b&gt;Please talk about a few bills from the past 5 years that you were glad passed or did not pass.   &lt;/b&gt;&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;1) 2011 HB 336 Medical Professional Licensing During a Declared Emergency-I sponsored this bill and worked closely with the local health departments, state health department and DOPL.  This bill allows the health department to distribute medications, primarily antibiotics, to the public during a declared national, state or local emergency in order to protect the public.  A good example of this would be distributing Tamiflu during the recent Swine Flu Pandemic.   2) SB 20 from 2010 and SB 20 from 2011-both of these bills were sponsored by Sen. Stowell.  I worked closely with him on these pieces of legislation and was the house sponsor on the 2011 bill.  This legislation provides a way for the local water users to create a special service district allowing them to purchase back water rights and take them out of production in an effort to correct the over appropriation of ground water rights. 3) 2010 HB 30-I worked with the sponsor to improve and make this a better bill.  It listed Soma as a Schedule 4 Narcotic instead of legend only thus giving more control over the medication and requiring to be reported on the controlled substance database.  4) 2010 SB 172 Taxing authority of local districts-This bill sets up criteria how special and local districts can levy tax increases.  The bottom line is that only boards that are elected or are comprised of elected officials can levy taxes thus taking the power away from appointed boards to levy taxes.  5) SB 88 from 2010-This started out to be a very bad bill for my profession, pharmacy.  I had to work very hard and go up against a very powerful senator and lobbyists to get some compromise on this bill that ended up being a very good bill in the end.  I gained a great deal of respect for the senator and he for me.  It was a very tough and difficult experience but also very rewarding.  The experience and relationships developed from that bill helped me a great deal in the 2011 session.  &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Please tell us about a few of the bills from the past five years that you wish had had a different outcome (i.e., if they did not pass you wish they had because... or if they did pass, why you wouldn't have voted for them, or would not now vote for them). &lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;1) 2010 HJR 9 Resolution in support of Veterans Nursing Home-At the time this was passed Cedar City and Washington County were competing to be the site of the Veterans Nursing Home proposed for Southern Utah.  Unfortunately the language of the bill was changed the last night of the session in a conference committee between the House and the Senate that precluded Cedar City from being a possible site.  It was a learning experience for both Sen. Stowell and myself.  Quite frankly, the veterans criteria would have most likely put the nursing home in Washington County anyway but it would have been nice for the veterans in Iron County to have had a chance to participate in the process.  2) 2011 SB 2-This is an issue that I just found out about.  SB 2 contained some intent language that shifts funds away from the school districts and into a special program for any students leaving the district to attend an Applied Technology Center.  The big losers in the end will be the kids since they won't have the opportunity to take many of these ATC classes like auto mechanics, welding and Certified Nursing Assistant.  We are currently working on finding a way to correct this unfortunate oversight.  3) 2009 SB 187-Alcohol Amendments-This was my first session and did not realize at the time that this bill created a physical barrier in a restaurant to hide the bartender.  It has turned out to be a deterrent for national restaurants to build in our state.  I wish we could go back and correct that language.   &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;What are the major things that you would like to accomplish if you are elected? &lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;I would like to keep our budget in a balanced and conservative position.  I worry that as the economy improves that a lot of legislators will dust off their "favorite spending bill" and try to push it through thus raising spending.  I don't mind funding growth in certain areas and believe that we need to properly compensate our employees but I worry that the appetite will be to go overboard.  We have to have the courage to hold the line on spending. The senate has traditionally been more conservative on these types of issues and I feel that I can fit in well with that attitude.  I would like to continue to work on Medicaid and health care reform.  I believe in Tort Reform on malpractice cases and would like to work on that.  I also believe strongly in education and would like to continue to find the best ways to educate our children both on the Public Ed and Higher Ed side.    &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;How will you know when you have completed your work in the Senate? &lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;I served on the city council in Cedar City for 12 years.  I told my wife that when I get to the point that I act like I am the only one who knows what they are doing then let me know so I can get out.  I hit that point after about 10 years.  The point I am trying to make is that I am not a "lifer" like some who serve in the legislature.  I do believe that you need to try to serve 6-10 years to get to a point where you are knowledgeable and can be the most benefit to your district and the state. I decided to run for the senate seat     in district 28, because I feel that we need a strong voice from this     part of the state fighting for the people of the district.&amp;nbsp; I also     felt we need somebody who understands the rural issues and can work     with other senators to make sure they are addressed wisely in the     state legislature.&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Please talk about a few bills from the past 5 years that you were glad passed or did not pass.&lt;/li&gt;&lt;/ul&gt;I was glad when the HB 477 (grama) was repealed in special session.&amp;nbsp;     In the same vein, I was disappointed when it originally passed.&amp;nbsp; I     do believe that GRAMA needs to be re-evaluated with the new     technologies, but I believe it was shoved through without proper     vetting.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Please tell us about a few of the bills from the past five years that  you wish had had a different outcome (i.e., if they did not pass you  wish they had because... or if they did pass, why you wouldn't have  voted for them, or would not now vote for them).&lt;/li&gt;&lt;/ul&gt;I was disappointed that the bill lowering the sales tax of food     passed a few years ago.&amp;nbsp; I do not like taxes, but this is one tax     that all people pay.&amp;nbsp; There are many people that don't pay any other     tax yet they use services that are provided and funded with tax     dollars.&amp;nbsp; I believe it is only fair that all receiving services     should be paying at least a small portion of the cost of the     services they are utilizing.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;What are the major things that you would like to accomplish if you are elected?&lt;/li&gt;&lt;/ul&gt;Major things that I would like to accomplish:&amp;nbsp; I feel there was a lot of misinformation out there  and was disappointed to see the results.&amp;nbsp; I feel in the current  political climate, where budgets and fiscal responsibility are at the  forefront of issues, that it should be reconsidered.&lt;br /&gt;&lt;br /&gt;I did not support HB477 and feel that government transparency must be protected at all cost.&lt;br /&gt;&lt;br /&gt;I  do not support the 261% spending increase that has taken place since  1990 and support reasonable spending caps in the Utah Constitution.&lt;/i&gt;&lt;br /&gt;&lt;div class="im"&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;What are the major things that you would like to accomplish if you are elected?&lt;/li&gt;&lt;/ul&gt;&lt;/div&gt;&lt;i&gt;Improvement  in National Ranking as far as overall tax burden.&amp;nbsp; Utah is currently  ranked 20th highest in the Nation for taxes.&amp;nbsp; As a conservative State,  this is unacceptable.&lt;br /&gt;&lt;br /&gt;Accountability, competition, and options for parents in educating  our children will help keep costs down and reduce class sizes -  improving quality in education.&lt;/i&gt;&lt;br /&gt;&lt;br /&gt;&lt;i&gt;The State Senate returned  to a geographically based representation rather than a population based  representation.&amp;nbsp; Senator Stowell represented District 28, which includes Garfield, Kane,  Iron, Beaver, Millard, and part of Washington County.&lt;br /&gt;&lt;br /&gt;Funeral services will be held Friday, April 22nd at the Parowan 3rd  and 4th Ward Chapel (90 South Main Street).&amp;nbsp; A viewing will be held the  evening of Thursday, April 21st.&amp;nbsp; Exact detail will be available in the  next few days.&lt;br /&gt;&lt;br /&gt;Dennis Stowell’s elected public service spanned nearly 25 years.&amp;nbsp;  Prior to his 2006 election as state senator, he served as Mayor of  Parowan and as an Iron County Commissioner.&amp;nbsp; He held an advanced degree  in chemical engineering from Brigham Young University and his  professional work included engineering, inventing, ranching, and  farming.&lt;br /&gt;&lt;br /&gt;President of the Utah Senate Michael Waddoups described Stowell as  well-liked, highly respected and one who served many important  leadership roles during his time in the legislature.&lt;br /&gt;&lt;br /&gt;“Dennis Stowell was remarkably intelligent and personable,” said  Waddoups.&amp;nbsp; “He was absolutely dedicated to water rights, the rural  economy and lifestyle, and preserving the agricultural roots of our  state.&amp;nbsp; As vice chair of the appropriations committee, he worked  tirelessly to balance the budget and would not stop until the task was  complete.&amp;nbsp; We will miss Dennis. We will miss his good cheer, his  analytical capabilities and his strong convictions.&amp;nbsp; Our thoughts and  prayers are with Marilee and the family.”&lt;br /&gt;&lt;br /&gt;Stowell was born June 18, 1944 in Ogden, Utah to Grace and Verland Stowell. I am also reading www.urimandthummim.god-a fascinating book about an archaeologist looking for the Urim and Thummim.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What would you like to improve about the management of Iron County?&lt;/span&gt;&lt;br /&gt;I think that we are losing too many of our freedoms; freedom to use our property as we see fit, losing water rights, the inability to deal with prairie dogs on our own without government interference, losing the right to use our county roads due to federal government interference.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is your position on federal funding for prairie dog control in Iron County? &lt;/span&gt;&lt;br /&gt;I do not believe the Federal Government has any business in our county. We need to stop accepting their money with all the “strings” attached. It may not be possible immediately, but I don’t feel that the Federal Government should be as large as it is and needs to be constrained by the people.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What do you believe is the best solution for Iron County's energy needs?&lt;/span&gt;&lt;br /&gt;We need to allow and encourage the freedom to care for our needs the way we want to. The free market system gives the opportunity for all to care for themselves and to share with their neighbors their own ingenuity. I think this is important for the morale of the people and the economy.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is your vision for providing water in Iron County in the coming years?&lt;/span&gt;&lt;br /&gt;I believe that we have all the resources we need in these beautiful mountains. I believe there is plenty of runoff that if there is a problem with inadequate capacity in the aquifers, which I don’t believe, then we should utilize the water in our own mountains, use our own man-power and initiative to recharge the aquifers on our own.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is the county's role regarding property rights?&lt;/span&gt;&lt;br /&gt;I think property belongs to the people and only the most basic involvement of the government should be allowed. With freedom there is risk but there is also personal responsibility, challenge, and growth.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is your plan for management of county tax dollars?&lt;/span&gt;&lt;br /&gt;No spending of tax dollars for that that is no concern of the government. The county government should be trimmed back and curb its spending for only that which the whole county will benefit from, not small, specific groups. Debt is bondage and our people deserve to be free.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What would you like to see more of in Iron County?&lt;/span&gt;&lt;br /&gt;I would like to limit the fees, restrictions, and difficulties of people opening and running their own businesses. I would like to see a community that can work together providing its own needs. I would like to see us all working together for the common good, helping each other and building a strong economy.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What principles of good government will you follow to help you in your decisions? &lt;/span&gt;&lt;br /&gt;I believe that the Golden Rule is as much as, or more, applicable to government than individuals. If an individual is not allowed to take something that does not belong to them and give it to someone else, the government isn’t allowed to either. I believe that we should be a caring, moral people and should make correct choices based on our conscience and allow others the same. I do not believe it is for government to Rule Over the people, but to be ruled over by the people. The people of the community need to have more say about what is going on, but in light of disagreement that would be the time the government steps in to hopefully make the responsible wise choice.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Why should we vote for you? &lt;/span&gt;&lt;br /&gt;I want to serve my community with honesty and integrity the best way that I know how. Leavitt Center for Politics &amp;amp; Public Service will  host a debate between Tim Bridgewater, Sam Granato and Mike Lee –  candidates for the U.S. Senate.&lt;br /&gt;&lt;br /&gt;The debate will be in the Hunter Conference Center on the campus of Southern  Utah University &lt;span style="font-weight: bold;"&gt;Wednesday, June 16, 2010 at 7 p.m. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;This  event is open to the public and all citizens are encouraged to attend.&lt;br /&gt;&lt;br /&gt;The candidates will take questions prepared in advance by the debate  organizing committee as well as questions from the audience. The debate  will be moderated by Rod Decker, long-time political reporter and talk  show host for KUTV 2 News. Dennis Ayers the current Assessor decided that he was going to retire and not file again.  With his support I decided to throw my name in the hat.  I believe that I have the needed skills and demeanor to run an effective Assessment process so it seemed like a natural fit.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Why have you decided to live in Iron County?  &lt;/strong&gt;I moved to Iron County 10 years ago.  My extended family all lives in Iron County and I love the area.  This is home and I enjoy being here.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;What is your favorite thing about living in Iron County?  &lt;/strong&gt;I enjoy all of the outdoor activities.  I love fishing and camping and there are fantastic and diverse areas to explore these habits in.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;What is your professional/ educational background?&lt;/strong&gt;&lt;br /&gt;State Certified Residential Appraiser&lt;br /&gt;&lt;br /&gt;Designated Ad Valorem Residential Appraiser with the Utah State Tax Commission&lt;br /&gt;&lt;br /&gt;6 years as Deputy Assessor&lt;br /&gt;&lt;br /&gt;Bachelor’s Degree in Mathematics&lt;br /&gt;&lt;br /&gt;Masters Degree of Administration in Public Management in Progress&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;What do you think are the most important skills for a county assessor to possess?&lt;/strong&gt;&lt;br /&gt;Communication is probably the greatest skill that the Assessor needs. Being able to communicate what the Assessor’s responsibility is to the public is very important.  The Assessor also needs to have a firm and current knowledge of the Assessment process and what the affects of different legislation are.  The Assessor needs a strong sense of equitability and fairness, management and administrative abilities, the ability to listen which brings us back to the greatest skill of communication.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;What do you see as your top priorities if you are elected?&lt;/strong&gt;&lt;br /&gt;Keeping a fair an equitable assessment of all real property with no groups receiving special treatment.&lt;br /&gt;&lt;br /&gt;Another priority is to make sure the transition goes smoothly during the switchover of Assessor’s.  In such a volatile market there is no time for a transition period.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The County Assessor works with and directs a whole team of assessors, what kind of leadership skills or experience do you have? &lt;/strong&gt;&lt;br /&gt;My pursuit of a Masters in Administration in Public Management which will be nearing completion has given me a strong basis for administration with much insight gained.  I’ve also managed various sized teams on a smaller scale in different jobs.  Leadership in volunteer activities outside of work have been numerous and varied in level of responsibility.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Sometimes people have disputes or complaints about how their taxes were assessed, how will you deal with these complaints and disputes?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;As fairly and equitably as possible.  The Assessor isn’t perfect.  Given this the Assessor needs to be able to admit when he’s wrong and correct those mistakes.  An Assessor also needs to be able to defend its values if the appeal is frivolous or unfounded.  If all unfounded or frivolous complaints are given into there is an unfair tax shift onto those property owners that don’t complain.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The County Assessor has to be a certified appraiser, how important do you feel it is for the county assessor to be doing actual appraisals? &lt;/strong&gt;&lt;br /&gt;An appraisal by definition is an opinion of value.  Given this there is no way for an appraiser to become certified without doing ‘actual appraisals.’  It is very important for an Assessor to have experience in giving opinion of values.  Being a Certified Residential Appraiser I have completed many actual appraisals that will be of benefit in the office.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;During the past few years the number of foreclosures and short sales seem to have increased, what influence do you think these factors should have on property values? &lt;/strong&gt;&lt;br /&gt;Short sales and foreclosures have a downward affect on property values. There is no way to deny that.  The Assessor each year conducts a sales ratio study in which they research sales and determine if values in certain neighborhoods throughout the county need a ‘factor’ either up or down. Traditionally the Assessor’s office only uses arms length transactions (not short sales or foreclosures).  The reason for this is that Short Sales and Foreclosures have an extremely high rate of volatility and it is difficult to come to a rational decision about what market value is based on these kinds of sales.  There have been enough arms length transactions that a reasonable assessment can be preformed. Short Sales and Foreclosures lower the value of arms length sales because arms length sales have to compete with these sales.  Given this the value of an arms length sale is often comparable to that of a short sale or foreclosure but delivers a much more stable measuring point.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;How do you think properties without many other comparable properties in the county should be assessed?&lt;/strong&gt;&lt;br /&gt;This is a great appraisal question.  There are many unique properties in Iron County that are difficult to determine the value of on a good day and near impossible to figure out on a bad day.  The cost approach is often reliable to determine the value but the best possible answer is to say these properties should be valued on a case by case scenario.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Some places use different methods for determining property taxes, do you think we should be pursuing any of these other methods?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;If we do pursue looking into different methods of Assessment it must be done with much study and thought.  Too many states have jumped onto a method without doing proper research and it has come back to hurt them.  There are many assessment methods and some would be worth exploring.  I personally believe that Utah has a fair system that might just need a little fine tuning.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Why should we vote for you?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;My level of experience and education will be an asset to Iron County. An Ad Valorem appraiser is a designation given by the State  Tax Commission when appraising for tax purposes; I received that  designation and will require no additional classes to retain that  designation. &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;I have taken classes in  Farmland Assessment (FAA), Land valuation and analysis, and Ad Valorem  (literally means for value but used to mean value for assessments as  opposed to fee appraisals which are used for market transactions)  offered by the State of Utah. Unfortunately, people rarely come to the assessor’s office unless they  are upset about something or have a question.  It is important to let  people express frustration without letting it escalate. It is also  important to remember the assessor is a public servant who answers to  the people of Iron County.  It &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;is &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;as much the assessor&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;’&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;s duty to listen to people and explain the valuation process as  it is to accurately value the property in the first place.  &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;It is also important to be able to stand-up for what is right.  That may include standing up to the &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;legislature&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; on proposed bills which would negatively &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;a&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;ffect Iron County; that might include  standing up to the commission if they are proposing changes with which I  disagree; that might also include standing up to a tax payer if they  are &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;requesting unreasonable consideration. That is my top  priority. &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; I also plan to thoroughly look at  the sales ratio study and determine the affect of short sales and  foreclos&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;ures rather than automatically&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; disallow those sales. &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; The assessor’s office is comprised of a knowledgeable staff &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;that&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; does a great job in  fulfilling their duties.  &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;I will be asking  them for their suggestions in making the office more efficient in the  appraisal function, motor vehicle function and personal property  function. &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;The County Assessor  works with and directs a whole team of assessors,&lt;/b&gt;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt; &lt;/b&gt;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;what kind of  leadership skills or experience do you have?&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;In 2007, I was appointed by the Utah Division of Real Estate to  be on the Appraisal Review Committee.  As a member of this committee I  review appraisals for candidates who wish to become licensed or  certified appraisers and then make recommendations to the Board as to  their experience and qualifications and whether or not the candidate  possesses the experience to be an appraiser. I am still on this  committee.&lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;I am a past Secretary  for the Utah Chapter of the International Association of Assessing  Officers.  This is an elected position, voted on by the assessors and  staff from all counties in the state. Often, people just want to be  heard. If there is an error in the calculation I will &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;correct the error. &lt;/span&gt; &lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;If there is &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;are misunderstanding&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;s&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; or confusion I will take as much time as nece&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;ssary to explain the process.  If we are unable to come to an  agreement about the property value I will respectfully explain the Board  of Equalization Process.  I believe the assessor has a duty to the  business community and the citizens of Iron County to listen to their  concerns and help them understand the &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;entire  valuation &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;process.  &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;The County Assessor has to be a certified appraiser, how  important do you feel it is for the county assessor to be doing actual  appraisals?&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;An appraisal can be a  written report or even a&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;n&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; oral appraisal. An appraisal is an opinio&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;n of value. The county assessor’s office &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;does appraisals. &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;The appraisals done  by the assessor’s office and those done for a bank are vastly different  but both report market value.  The vast number of properties which much  be valued each year by the assessor’s office makes their process broader  whereas a “bank appraisal” is more in-depth but takes much longer.  &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;Having worked as both an appraiser for the assessor’s office&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;,&lt;/span&gt;&lt;span style="font-size:100%;"&gt; &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;which relies more of the cost  approach, &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;and&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; my  experience &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;as a bank or “fee” app&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;r&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;aiser, which relies more heavily&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; on the market approach, &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;gives me a  great&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;er&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;  understanding of the &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;intricacies&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; of property values&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; in Iron County&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;. &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;During the past few  years the number of&lt;/b&gt;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt; &lt;/b&gt;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;foreclosures and short sales seem&lt;/b&gt;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;s&lt;/b&gt;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt; to have increased,  what influence do you think these factors should have on property  values? &lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;The number of short  sales and foreclosures has had a negative effect on all property  values.  All property must compete in the market &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;whether it is an arms-length transaction or a distressed sale.   The distressed sales are generally lower than the arms-length t&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;ransactions but all values are a&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;ffected. &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;How do you think  properties without many other comparable properties in the county should  be assessed?&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;Using the best  comparables available; using older sales and making a “time”&lt;/span&gt;&lt;span style="font-size:100%;"&gt;  &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;adjustment; using a cost approach&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;;&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; or, in the case of commercial  property, income approach. &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt; Sales in competing  neighborhoods are used when there are no sales in the immediate  neighborhood.  I have to deal with th&lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;e limited  number of comparable sales in my appraisal duties at the &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;bank - it definitely makes the process more difficult but not  impossible.  &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;Some places use  different methods for determining property taxes, do you think we should  be pursuing any of these other methods?&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;I am not running with an agenda to change the property tax  structure outlined by the Utah Constitution.  If the legislature  determines there is a better method for determining property taxes I  will support and follow that decision.   &lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;&lt;b&gt;Why should we vote for you?&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p style="background-color: rgb(255, 255, 255); margin: 0pt 0pt 12pt;"&gt;&lt;span style="color: rgb(0, 0, 0);font-size:100%;" &gt;I bring a large base of knowledge to the office.  I have worked  in the public and private sector. I’m technologically savvy, not afraid to ask questions directly from the source, and I will do my own research, as evidenced thus far by my efforts since my decision to file for County Commissioner “B”. I believe in being proactive, having established office hours, and getting to know each individual employee. By fostering a team spirit and a unified front, the citizens of Iron County will collectively be better served.&lt;/li&gt;&lt;li&gt;Ensuring fiscal responsibility and transparency at all levels of County government. Just like laundry and dirty dishes, the issues of taxes, infrastructure, and water will always be around. And, let’s not forget about our little, furry and protected friends. With the talents and abilities that I possess, I want to help improve the lives of others. This is such a crucial time for so many people. Status quo is no longer acceptable. Many important decisions are going to need to be made, which will in turn, affect the lives and prosperity of our citizens. It all comes down to how our tax dollars will be spent or saved as decided in the budget process. With my extensive knowledge of government accounting and a proven track record of honesty, integrity, and cost saving measures on a municipal level, I just couldn’t sit back and not be involved in trying to make a difference.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is your professional background?:&lt;/span&gt;&lt;br /&gt;My professional background has been varied between 8 years in the private sector and 15 years in government, giving me the unique balance necessary to serve as a County Commissioner “B”. In reviewing the current assignments for this position, my work experience fell right in line with many of those responsibilities which would provide me with established relationships and trust. Since I am a current Iron County employee, I would want to ensure that I would still have direct access to the property record system, etc. so that I could better serve land owners and have their information readily available to answer questions and address their concerns. Leadership is the willingness to accept responsibility for results. By setting the example of excellent customer service at a Commission level, nothing less should then be expected from the other departments.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is your position on federal funding for prairie dog control in Iron County?:&lt;/span&gt;&lt;br /&gt;I know that many individuals in the County are fearful of federal funding and the “strings” that are attached, imagined or real. For us, as a County, to automatically say no to all federal funding is irresponsible, especially if it will save our local tax dollars to be utilized more prudently. But by not saying no, doesn’t mean we always say yes, either. Each opportunity for federal money needs to carefully be considered. Some may say that to accept federal assistance is against principal. However, I submit to you that my core and fundamental belief is evidenced by epistles of local leaders seeking government support. Should we not make use of the means which have been provided for us?&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What do you believe is the best solution for Iron County's energy needs?:&lt;/span&gt;&lt;br /&gt;Based on my discussions with our economic development personnel, and supported by their overall research, our best solutions for renewable energy sources would be 1) solar, 2) geothermal, and 3) wind.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is your vision for providing water in Iron County in the coming years?:&lt;/span&gt;&lt;br /&gt;With Utah being the second most arid state, our need for water is always at the forefront. Efforts towards conservation and development of new sources must always be on our agenda. Our shares of water are in vain if there is no water to share. We need to better harness mountain run-off. Impounding this flow could capture this water for more benefit, for a longer period of time, and could have multifaceted uses.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is the county's role regarding property rights?:&lt;/span&gt;&lt;br /&gt;Government has an important role in the economy to define, establish, and enforce property rights, which are the foundation for all of our other rights. It is a double-edged sword, especially in a market society, where many may in one breath say that government needs to do something, and in the next declare their desire for total lack of involvement.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What is your plan for management of county tax dollars?:&lt;/span&gt;&lt;br /&gt;Our tax base is set by the State at a guaranteed level to provide for the needs of our populace. New money is derived from new growth, which in turn increases the guaranteed tax base. One may think of it like a scale. The tax rate is adjusted each year, either higher or lower depending on the decrease or the increase in property value, to keep the balance.&lt;br /&gt;&lt;br /&gt;We can think of our tax dollars like a large pizza, sufficient in size to feed us all. It’s up to us to choose our toppings and the price we want to pay for dinner. We shouldn’t be of the opinion to just order the “deluxe” and let people pick off what they don’t like. But would we be satisfied to only eat “cheese”? And do we really understand that by lowering our tax base we are decreasing the size of our pizza, but still having to feed the same amount of people? Are we prepared to go hungry?&lt;br /&gt;&lt;br /&gt;We will always be able to deliver a balanced budget as it is required by the State Auditor. We need to begin thinking “outside” the box and look for cost saving measures which could free-up funding from one area to the next. Likewise, we need to be aware of fund balance appropriation or rather, “dipping into savings” to cover expenses.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What would you like to see more of in Iron County?:&lt;/span&gt;&lt;br /&gt;Typically, one would give the standard answer of increased retail, restaurants, and recreational venues. However, given the present economic down turn, at this point in time I would have to say a secured job market for our populace and a sense of stability. In less prosperous times, more than ever, we need to be focused on community unity and acts of service, whether small or large. Even if we are not able to do “great” things, we should not let it stop us from trying to do something. As we focus on the problems of others, our own problems seem less serious. May we remember the great heritage of Iron County and realize, that like those first pioneers, that by working together we will be able to build a better tomorrow.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;What principles of good government will you follow to help you in your decisions?:&lt;/span&gt;&lt;br /&gt;I am committed to public interest over self-interest and will continue to seek your input, as a delegate and neighborhood representative, to ensure that we have a local government by the people, for the people. It lasted longer and  was deeper than most of us expected. My students at Dixie State asked  hard questions about how the recession started and how we get out. As I  thought about their questions and began to look toward the future, I  realized that someone with my background could be helpful in addressing  the financial issues in Washington DC. We need more people with strong  financial backgrounds and entrepreneurial experience.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The tipping point for me was realizing that the current leadership in  Washington DC was saying they wanted economic growth and job creation  but their policies were discouraging investors, businesses, and  consumers. I concluded that the most significant thing I could do to  help my family, my neighbors, my jobless students, and my struggling  business clients was to help change the agenda in Washington DC.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We need to put our country on a solid financial footing and move toward  an innovative and dynamic economy that competes aggressively in world  markets. We have all had to reevaluate our needs and adjust our  priorities because of the recent recession.
